How Much Do Architects Charge in India? COA Scale of Charges Explained

Architect fees in India are governed by the Council of Architecture's mandatory Scale of Charges under the Architects (Professional Conduct) Regulations, 1989. For a house, the minimum is 7.5% of the cost of works. For most non-housing projects, it is 5%. An additional 10% of the professional fee is charged for documentation and communication — in all engagements. GST at 18% is payable on top.

All percentages are calculated on the actual cost of works assigned, excluding the cost of land. The fee is computed at the time of appointment on an estimated basis and regularised against the actual cost at project close-out.

These figures are for the professional fee only. Documentation charges (10% of fee) and GST (18%) apply in all cases regardless of city.

Are Architect Fees Negotiable?

Yes, but only upward from the COA minimum. The COA scale sets a floor, not a ceiling. Architects can charge more based on their experience, the complexity of the project, or the services required. They cannot charge below the mandatory minimums.

When Is the Fee Paid — Stage by Stage

The COA defines seven project phases and fees are paid progressively at each stage — not as a lump sum. The exact percentages are agreed in the appointment letter but a typical payment schedule looks like this:

Frequently Asked Questions

Does the architect fee include structural and MEP consultant fees?
No. The COA professional fee covers architectural services only. Structural engineers, MEP consultants, landscape architects, and other specialists are paid separately unless their scope is expressly included in the appointment.
What happens if the construction cost changes?
The fee is initially calculated on an estimated project cost. At completion, it is regularised against the actual cost. If costs increase (common with inflation and site changes), the architect's fee increases proportionately. If costs decrease, the fee reduces.
Can a client negotiate a fixed lump sum instead of a percentage?
A lump sum can be agreed, but it must not be less than the COA percentage-based minimum. In practice, lump sums are common for interior or landscape projects with a defined and limited scope.
What is the architect fee for a ₹50 lakh house in India?
For a ₹50 lakh residential project, the COA minimum professional fee is 7.5% = ₹3,75,000. Add documentation charges of 10% of fee = ₹37,500. Sub-total before GST = ₹4,12,500. GST at 18% = ₹74,250. Total payable to the architect = ₹4,86,750. This assumes the architect is engaged for all project phases.
Are architect fees the same in all cities in India?
The COA mandatory minimum is the same nationally. However, established studios in Mumbai, Delhi, and Bengaluru commonly charge above the minimum — typically 8–12% for residential — while studios in Tier 2 and Tier 3 cities usually charge at or near the COA minimum.
Does the architect charge the full fee upfront?
No. Fees are invoiced progressively at each of the 7 COA project stages. A typical schedule starts with a 5–10% retainer on appointment, with the balance invoiced across concept design, working drawings, construction administration, and project completion.
